Ann Rideout

Ann E. Rideout is currently the Communications and Networks/5.5 Competency Lead and Senior Scientific Technology Manager for SPAWAR Systems Center Atlantic in Charleston, South Carolina. Ms. Rideout provides technical strategic leadership for the development, integration and deployment of Communications and Networks (C&N) capabilities from concept through fielding. She is responsible for developing common processes, tools and solutions required for integrated and effective capability delivery. She works closely with SPAWARSYSCOM headquarters to strengthen the communications and network interface & interoperability standards and cybersecurity requirements efforts for the Department of the Navy. From January 2017 through October 2018, Ms. Rideout served as the Acting Lead of the Communications and Networks Engineering Competency. As the Communications and Networks Engineering Competency Lead, Ms. Rideout led approximately 550 engineers, scientists, technicians, specialists, and subject matter experts, who provided Network, Communications and Enterprise Networks and Communications Engineering to the warfighter. From 2010-2017, Ms. Rideout was the Competency Lead Deputy for the Communication and Networks Engineering Competency. Her responsibilities included operations, staffing, planning and prioritization internal systems and business processes. From 2000 to 2007, Ms. Rideout served as the Branch Head for the IA Certification, Test and Evaluation Branch. She also served for 2 years as the Navy’s Information Technology (IT) budget manager for OPNAV N6. Previous assignments also included Program Manager of the Firewall and Network Systems Security Requirements Program, and TEMPEST Engineer. A civil servant since 1985, Ms. Rideout previously served as Lead Systems Engineer for the Test Evaluation and Certification (TE&C) Competency, and as the Acting lead for the Certification and Standards Verification Competency and as the Information Assurance (IA) Competency Manager. Ms. Rideout holds a Bachelor of Science in Electrical and Computer Engineering from Clarkson University in Potsdam, NY and a Master of Business Administration Degree from American University. Additionally, Ms. Rideout has completed all requirements but dissertation toward a PhD in Systems Engineering at the University of Alabama, Huntsville. Ms. Rideout holds the following certifications; Defense Acquisition Workforce Improvement Act (DAWIA) Level III in Systems Engineering and Test and Evaluation, ISC2 Information Systems Security Engineering Professional (ISSEP), Certified Information Systems Security Professional (CISSP), Certified Authorization Professional (CAP) and GIAC Security Leadership Certification (GSLC), INCOSE Certified Systems Engineering Professional (CSEP), PMI Certified Project Management Professional (PMP). Additionally, she is graduate of the Harvard Senior Executive Fellows Program and the Women's Executive Leadership Program
