Charles E. Adams
Mr. Charles Adams serves as the Fleet C4I and Readiness Senior Science and Technology Manager (SSTM) Department Head for Space and Naval Warfare Systems Center Atlantic. In this role as the SSTM Department Head, Mr. Adams is responsible for providing leadership, management and engineering oversight for Command and Control, Communications, Computers, Networks, Information Assurance, Intelligence, Surveillance and Reconnaissance programs and projects for the U.S. Navy. Mr. Adams ensures projects are executed to meet cost, schedule and performance requirements specified by the SPAWAR Program Executive Office for C4I systems and the Fleet Readiness Directorate. Mr. Adams responsibilities include systems design, engineering, systems integration, testing, production, implementation and life cycle engineering to include In-Service Engineering and direct fleet support. Mr. Adams leads a team of over 1600 engineers, scientists, logistics specialists, technical specialists and financial managers with an annual budget over 1.2 billion dollars. The team of professionals he leads is responsible for the full acquisition life cycle from solution analysis, system development and engineering, production engineering, integrated logistics support, fielding and installation, sustainment and system disposal for surface ships, submarines, shore sites, mobile systems and air platforms. Mr. Adams began his government civil service career in January 1984 as an Electronic Engineer for the Naval Electronic Systems Engineering Center. He was responsible for project management, engineering design, systems engineering and integration, system implementation, cost estimation and life cycle support for U.S. Navy Fleet Communications programs. Over the span of his Navy career he has held positions as the UHF Satellite Communications Branch Head, Satellite Communications Division Head and Communications, and Networks Department Head where he led a workforce of 850 employees with an annual budget over 1.0 billion dollars.
