Les Hubbard

Mr. Les Hubbard currently serves as the Command Information Officer (CIO) for the Space and Naval Warfare Systems Command (SPAWAR) where he has overall responsibility for establishing and managing claimancy-wide Information Technology planning, policy, budget, architecture, and authority. Mr. Hubbard was appointed to this Senior Level position in April, 2017.

Mr. Hubbard’s previous assignment was Program Manager for Shore and Expeditionary C4I Systems Integration, Program Executive Office, Command, Control, Communications, Computers, and Intelligence (PEO C4I). He managed a portfolio of programs including Nuclear Command and Control Communications, Navy Messaging, and Shore Tactical Assured Command and Control, as well as the integration of C4I capability into command centers and Maritime Operations Centers, Deployable Joint Command and Control, and Navy Expeditionary Tactical Command and Control.

Mr. Hubbard’s career started in the SPAWAR field activities in Vallejo and San Diego where he was a project engineer and project manager on multiple Navy Satellite Communication System programs. Efforts he led include management of the anti-jam satellite communication systems; implementation of commercial SATCOM system capability for Navy use including communication systems support for the Malta Summit between President Bush and Soviet Premier Gorbachev; development and implementation of a quick reaction Super High Frequency SATCOM system for Operations Desert Shield and Storm; development and proof of concept for the Television Direct to Sailor system; and SPAWAR lead system engineer for the development of the Joint Global Broadcast Service.

Mr. Hubbard’s career continued with assignments at SPAWAR headquarters and PEO C4I where he served as Assistant Program Manager (APM) for the SHF SATCOM Program, and military communications Principle APM focused on developing a strategy to migrate existing SATCOM terminal programs to the DoD mandated Joint Tactical Radio System architecture. He was then selected to be the Deputy Program Manager for the Submarine Communications Program Office, where he was responsible for the development and fielding of the Common Submarine Radio Room and the development of advanced submarine communication systems such as the Communications at Speed and Depth family of systems. Mr. Hubbard then served as the SPAWAR Assistant Commander for Acquisition and Program Management, responsible for the enterprise management of the people, processes, and tools required for program execution across the enterprise.

Mr. Hubbard graduated from California State University, Fresno with a Bachelor of Science in Electrical Engineering and a minor in Mathematics. He continued his education earning a Master of Science in Global Leadership from the University of San Diego.
