MS. MARIANNE BAILEY, SES
Ms. Marianne Bailey serves as the Deputy National Manager for National Security Systems (DNM/NSS) for the National Security Agency (NSA) where she is charged with securing systems that handle classified information or are otherwise critical to military and intelligence activities. Her last role was with the DoD CIO as Principal Director, Deputy Chief Information Officer for Cybersecurity and Deputy Chief Information Security Officer. Ms. Bailey is responsible for ensuring the department has a well- defined and well-executed cybersecurity program. She is responsible for coordinating cybersecurity standards, policies, and procedures with other federal agencies, coalition partners, and industry.Ms. Bailey has over 30 years of experience in Information Assurance (IA)/Cybersecurity and Information Systems Security Engineering. She has been a memberof the National Security Agency (NSA) workforce since 1984. She has extensive experience throughout the DoD, Intelligence Community (IC), Federal and Civil government Sectors and foreign partnerships.Prior to joining the DoD CIO organization, Ms. Bailey was the AssistantDeputy Director of Trusted Engineering Solutions at the NSA from 2013 - 2015. She was the Chief of the NSA IA Directorate for Engineering from 2011- 2013, the Director of the Unified Cross Domain Management Office (UCDMO) from 2006 - 2011, and the NSA liaison to Defense Information Systems Agency Liaison from 2003 - 2004. Ms. Bailey has served in various management and engineering positions across the IC.In the days after 9/11, Ms. Bailey led an embedded NSA team at U.S. CentralCommand to design and operationalize the coalition mission partner network.She then established the UCDMO, defining the mission of this first ever DoD/IC organization. She was a key senior member of the Under Secretary of Defense (Intelligence) Afghanistan/Pakistan (AFPAK) Information Sharing and Collaboration Task Force, and worked extensively across the community to provide enterprise information sharing capabilities.Ms. Bailey earned a Bachelor of Science degree from the University of Maryland, College Park in Mechanical Engineering (1984), and a Master of Science degree in Resourcing the National Strategy from the Industrial College of the Armed Forces, National Defense University (2006). She is also a graduate of the Senior Leadership
Development Program (2007). She has extensive leadership development education toinclude Harvard Leadership, Mission to the Stars and Executive Coaching and Development. Ms. Bailey was promoted into the Defense Intelligence Senior Executive Service (SES) in 2008. She received the National Intelligence Exceptional Achievement Medal, and the Office of the Secretary of Defense Medal for Exceptional Civilian Service.
