Mr. Bruce Carter
Mr. Carter serves as the Space and Naval Warfare Systems Center (SSC) Atlantic Senior Scientific Technical Manager Department Head for Shore Command and Control, Intelligence, Surveillance and Reconnaissance (C2ISR) & Integration. In this position, Mr. Carter provides strategic technical leadership and cultivates partnerships with multiple organizations, including SPAWAR HQ, DASN RDT&E, Naval Warfare Centers, OPNAV, NAVAIR, NAVFAC and defense agencies. Mr. Carter leads the delivery of national C2 and ISR mission support systems, air traffic control systems, command and operations centers, force protection systems, defense health systems and industrial control systems. He leads integrated product teams that provide the capabilities required by our Navy and other military services to sustain a mission-ready force and that support our National Defense Strategy. He works to develop common tools and solutions required for integrated and effective capability delivery to support the operational needs of our warfighters. Mr. Carter previously served in a number of critical SSC Atlantic positions, including Enterprise Systems Department Head; Integrated Decision Superiority Business Portfolio Manager; Command Chief Engineer; Command Director of Engineering Operations; Intelligence, Surveillance, Reconnaissance/Information Operations/Information Assurance Department Chief Engineer; and Information Assurance Division Technical Operations Manager. A native of Chatham County, Georgia, Mr. Carter received his Bachelor of Science in Electrical Engineering from Clemson University. He is Defense Acquisition Workforce Improvement Act Level III certified in Program Management, and a member of the Defense Acquisition Corps. He is the recipient of the Department of Navy Superior Civilian Service Medal, and an alumni of the Federal Executive Institute—Leadership for a Democratic Society 2014. He began his civil service career in 1995 after working 12 years for General Electric, and serving in the United States Coast Guard Reserves.
