Patrick S. Fitzgerald

Mr. Patrick S. Fitzgerald serves as the Enterprise Systems Department Head as the Space and Naval Warfare Systems Center (SSC) Atlantic. The Enterprise Systems Department rapidly identifies and implements affordable IT solutions for Sailors, the Fleet, Navy, DoD and other customers. Mr. Fitzgerald is responsible the leadership and oversight of a broad portfolio of work that spans more than 50 projects and approximately $200M a year in revenue, and a diverse workforce of more than 500 civilian and military personnel. Mr. Fitzgerald leads and supports all elements of the department, including serving as advocate for the organization, communicating with external customers and stakeholders, establishing strategic direction and personnel development. His provides executive level management, leading people and leading change to make SSC Atlantic the Center of Excellence for timely and affordable DoD IT solutions. Mr. Fitzgerald began his career in federal service at the Naval Surface Warfare Center (NSWC) Carderock Division in Bethesda, Maryland. There he was responsible for conducting structureborne noise sound trials. He progressed into software and database development and administration at both NSWC Dahlgren Division and then at the Joint Warfare Analysis Center (JWAC). At JWAC, Mr. Fitzgerald started managing IT projects; developing new capabilities which reduced product cycle time and facilitated the analysis of complex data. While at JWAC he was selected as the senior IT advisor for development of a unique multi-million dollar War on Terrorism analysis and development project in response to a Secretary of Defense tasking. Mr. Fitzgerald’s success on the JWAC project resulted in his selection to transition the Tripwire Analytic Capability, a complex research and development effort to rapidly develop innovative approaches and methods to support the War on Terrorism, from the Department of the Navy to the Defense Intelligence Agency. He returned to the Navy as the Assistant Program Manager (Acquisition) for the Navy Enterprise Resource Planning (ERP) Program, an Acquisition Category (ACAT) I MAIS program that delivers an integrated business management capability to the Navy providing financial transparency, optimizing acquisition program and supply chain management, and increasing productivity and efficiency. He joined the Sea Warrior program in 2012 and held several positions, including Assistant Program Manager for Personnel and Pay Modernization, Principal Assistant Program Manager for Planning and Personnel Management, Deputy Program Manager, and Program Manager, responsible for more than 30 major IT systems deployed on 169 ships and 70 submarines, approximately $1B through the Future Years Defense Plan, and supported by a workforce of more than 240 civilian and military. Mr. Fitzgerald has a Bachelor of Chemical Engineering from the University of Delaware, Chief Information Officer and IT Project Manager Certificates from National Defense University, a Master of Science in Technology Management (Information Services & Systems) and a Master of Business Administration from the University of Maryland. His awards include the Meritorious Civilian Service Award (2013), the ASN RD&A DON Acquisition Excellence Dr. Al Somoroff Award (2015), and the USD AT&L Defense Acquisition Workforce Development Award (2015). He is a member of the Defense Acquisition Corps and is Defense Acquisition Workforce Improvement Act (DAWIA) certified Level III in Program Management, Level III in Information Technology
